ices, appropriately adjusted for risk.

UNDING
.--The Secretary shall reserve 5
15
percent of the amount appropriated in each fiscal
16
year under subsection (k) to carry out this subsection.

PAC.--The Medicare Payment Advi-
19
sory Commission shall conduct an independent review
20
of the alternatives to current tort litigation that are
21
implemented under grants under subsection (a) to de-
22
termine the impact of such alternatives on the Medi-
23
care program under title XVIII of the Social Security
24
Act, and its beneficiaries.
