``(A) C
OMPENSATION
.--Members shall re-

ceive compensation at a rate to be fixed by the
2
Chairperson but not to exceed a rate equal to the
3
daily equivalent of the annual rate of basic pay
4
prescribed for level IV of the Executive Schedule
5
under section 5315 of title 5, United States Code,
6
for each day (including travel time) during
7
which the member is engaged in the performance
8
of the duties of the Board. All members of the
9
Board who are officers or employees of the
10
United States shall serve without compensation
11
in addition to that received for their services as
12
officers or employees of the United States.

``(B) T
RAVEL EXPENSES
.--Members of the
14
Board shall be allowed travel expenses, including
15
per diem in lieu of subsistence, at rates author-
16
ized for persons employed intermittently by the
17
Federal Government under section 5703(b) of
18
title 5, United States Code, while away from
19
their homes or regular places of business in the
20
performance of services for the Board.

the purposes described in this section, the Director of

NIH shall award contracts, grants, or cooperative
