methods, data specifications and limita-

tions, and the sponsors, so that consumers,

providers of services and suppliers, health
6
plans, researchers, and other stakeholders
7
can assess such reports;
8
``(ii) be made available confidentially,
9
to any provider of services or supplier to be
10
identified in such report, prior to the public
11
release of such report, and provide an op-
12
portunity to appeal and correct errors;
13
``(iii) only include information on a
14
provider of services or supplier in an aggre-
15
gate form as determined appropriate by the
16
Secretary; and
17
``(iv) except as described in clause (ii),
18
be made available to the public.

``(D) A
PPROVAL
AND
LIMITATION
OF

USES
.--The Secretary shall not make data de-
21
scribed in paragraph (3) available to a qualified
22
entity unless the qualified entity agrees to release
23
the information on the evaluation of performance
24
of providers of services and suppliers. Such enti-
