``(1) I
N GENERAL
.--Not later than July 1, 2014,
7
and annually thereafter, the Board shall produce a
8
public report containing standardized information on
9
system-wide health care costs, patient access to care,
10
utilization, and quality-of-care that allows for com-
11
parison by region, types of services, types of pro-
12
viders, and both private payers and the program
13
under this title.
14
``(2) R
EQUIREMENTS
.--Each report produced
15
pursuant to paragraph (1) shall include information
16
with respect to the following areas:
17
``(A) The quality and costs of care for the
18
population at the most local level determined
19
practical by the Board (with quality and costs
20
compared to national benchmarks and reflecting
21
rates of change, taking into account quality
22
measures described in section 1890(b)(7)(B)).

``(B) Beneficiary and consumer access to
24
care, patient and caregiver experience of care,
25
