``(i) to result in new therapies--
1
``(I) to treat areas of unmet med-
2
ical need, or
3
``(II) to prevent, detect, or treat
4
chronic or acute diseases and condi-
5
tions,
6
``(ii) to reduce long-term health care
7
costs in the United States, or
8
``(iii) to significantly advance the goal
9
of curing cancer within the 30-year period
10
beginning on the date the Secretary estab-
11
lishes the program under paragraph (1),
12
and
13
``(B) shall take into consideration which
14
projects have the greatest potential--
15
``(i) to create and sustain (directly or
16
indirectly) high quality, high-paying jobs in
17
the United States, and
18
``(ii) to advance United States com-
19
petitiveness in the fields of life, biological,
20
and medical sciences.

.--The Sec-

retary shall, upon making a certification under this
23
subsection, publicly disclose the identity of the appli-
