.--The term ``health in-

surance'' shall not include insurance for long-term

care or disability.

UIDANCE
.--The Secretary shall publish guidance

necessary to carry out the purposes of this section.

PPLICATION
OF
S
ECTION
.--This section shall

apply to any net premiums written after December 31,
11
2008, with respect to health insurance for any United
12
States health risk, and any third party administration
13
agreement fees received after such date.

SEC. 9011. STUDY AND REPORT OF EFFECT ON VETERANS

HEALTH CARE.

(a) I
N
G
ENERAL
.--The Secretary of Veterans Affairs
17
shall conduct a study on the effect (if any) of the provisions
18
of sections 9008, 9009, and 9010 on--
19
(1) the cost of medical care provided to veterans,
20
and
21
(2) veterans' access to medical devices and
22
branded prescription drugs.

(b) R
EPORT
.--The Secretary of Veterans Affairs shall
24
report the results of the study under subsection (a) to the
25
