ACANCIES
.--Any vacancy in the Council shall

not affect its powers, but shall be filled in the same manner

as the original appointment was made.

HAIR
.--The member described in subsection

(b)(1)(A) shall be Chair of the Council.

EETINGS
.--The Council shall meet at least 2
6
times per year, as determined by the Chair.

UTIES
.--

``(1) I
N GENERAL
.--The Council shall make rec-
9
ommendations to the Secretary for the coordination of
10
activities of the Department of Health and Human
11
Services, the Department of Justice, and other rel-
12
evant Federal, State, local, and private agencies and
13
entities, relating to elder abuse, neglect, and exploi-
14
tation and other crimes against elders.

``(2) R
EPORT
.--Not later than the date that is 2
16
years after the date of enactment of the Elder Justice
17
Act of 2009 and every 2 years thereafter, the Council
18
shall submit to the Committee on Finance of the Sen-
19
ate and the Committee on Ways and Means and the
20
Committee on Energy and Commerce of the House of
21
Representatives a report that--
22
``(A) describes the activities and accomplish-
23
ments of, and challenges faced by--
24
``(i) the Council; and
25
