.--The term `State licensing or certification agen-

cy' includes any authority of a State (or of a political

subdivision thereof) responsible for the licensing of

health care practitioners (or any peer review organi-
5
zation or private accreditation entity reviewing the
6
services provided by health care practitioners) or enti-
7
ties.

.--The term `State law or fraud enforcement

agency' includes--

``(A) a State law enforcement agency; and

``(B) a State medicaid fraud control unit

(as defined in section 1903(q)).

.--Subject to subpara-

graph (B), the term `final adverse action' in-

cludes--

``(i) civil judgments against a health

care provider, supplier, or practitioner in

``(ii) State criminal convictions related
23
to the delivery of a health care item or serv-
24
ice;
