cluding resident census data and data on

the hours of care provided per resident per

day) based on data submitted under section

1128I(g), including information on staffing

turnover and tenure, in a format that is

clearly understandable to consumers of long-
7
term care services and allows such con-
8
sumers to compare differences in staffing be-
9
tween facilities and State and national
10
averages for the facilities. Such format shall
11
include--

``(I) concise explanations of how
13
to interpret the data (such as plain
14
English explanation of data reflecting
15
`nursing home staff hours per resident
16
day');

``(II) differences in types of staff
18
(such as training associated with dif-
19
ferent categories of staff);

``(III) the relationship between
21
nurse staffing levels and quality of
22
care; and
