ROHIBITED APPOINTMENTS
.--Members

of the Commission shall not include Members of

Congress or other elected Federal, State, or local

government officials.

UALIFICATIONS
.--In making appoint-
7
ments under subparagraph (A), the majority and
8
minority leaders of the Senate and the Speaker
9
and minority leader of the House of Representa-
10
tives shall appoint individuals who have shown
11
a dedication to improving civic dialogue and de-
12
cision-making through the wide use of scientific
13
evidence and factual information.

(D) P
ERIOD OF APPOINTMENT
.--Each mem-
15
ber of the Commission shall be appointed for a
16
2-year term, except that 1 initial appointment
17
shall be for 3 years. Any vacancies shall not af-
18
fect the power and duties of the Commission but
19
shall be filled in the same manner as the original
20
appointment and shall last only for the remain-
21
der of that term.

ATE
.--Members of the Commission
23
shall be appointed by not later than 30 days
24
after the date of enactment of this Act.
