O LIMITATION
.--Nothing in this subsection

shall be construed as limiting the centers of excellence

referred to in this section to the designated amount,

or to preclude such entities from competing for grants

under this section.

AINTENANCE OF EFFORT

``(A) I
N GENERAL
.--With respect to activi-
9
ties for which a grant made under this part are
10
authorized to be expended, the Secretary may not
11
make such a grant to a center of excellence for
12
any fiscal year unless the center agrees to main-
13
tain expenditures of non-Federal amounts for
14
such activities at a level that is not less than the
15
level of such expenditures maintained by the cen-
16
ter for the fiscal year preceding the fiscal year
17
for which the school receives such a grant.

``(B) U
SE OF FEDERAL FUNDS
.--With re-
19
spect to any Federal amounts received by a cen-
20
ter of excellence and available for carrying out
21
activities for which a grant under this part is
22
authorized to be expended, the center shall, before
23
expending the grant, expend the Federal amounts
