``(2) knowledge and understanding of the con-

cerns of the individuals and groups described in sub-

section (a);

``(3) any internship or other field placement pro-
4
gram assisted under the grant will prioritize cultural
5
and linguistic competency;

``(4) the institution will provide to the Secretary
7
such data, assurances, and information as the Sec-
8
retary may require; and
9
``(5) with respect to any violation of the agree-
10
ment between the Secretary and the institution, the
11
institution will pay such liquidated damages as pre-
12
scribed by the Secretary by regulation.

EQUIREMENT
.--For grants au-
14
thorized under subsection (a)(1), at least 4 of the grant re-
15
cipients shall be historically black colleges or universities
16
or other minority-serving institutions.

``(d) P
RIORITY
.--

``(1) In selecting the grant recipients in social
19
work under subsection (a)(1), the Secretary shall give
20
priority to applicants that--
21
``(A) are accredited by the Council on So-
22
cial Work Education;
23
``(B) have a graduation rate of not less than
24
80 percent for social work students; and
