``(i) I
N GENERAL
.--Subject to clause

(ii) and subparagraphs (C) and (D), the

service area for an MA local plan in an
3
urban area shall be the Core Based Statis-
4
tical Area (in this paragraph referred to as
5
a `CBSA') or, if applicable, a conceptually
6
similar alternative classification, as defined
7
by the Director of the Office of Management
8
and Budget.

``(ii) CBSA
COVERING MORE THAN ONE
10
STATE
.--In the case of a CBSA (or alter-
11
native classification) that covers more than
12
one State, the Secretary shall divide the
13
CBSA (or alternative classification) into
14
separate service areas with respect to each
15
State covered by the CBSA (or alternative
16
classification).

URAL AREAS
.--Subject to subpara-
18
graphs (C) and (D), the service area for an MA
19
local plan in a rural area shall be a county that
20
does not qualify for inclusion in a CBSA (or al-
21
ternative classification), as defined by the Direc-
22
tor of the Office of Management and Budget.
