.--Section 1902 of the Social Security Act (42 U.S.C.

1396a) is amended--

(1) in subsection (a)--

(A) by striking ``and'' at the end of para-
5
graph (72);
6
(B) by striking the period at the end of
7
paragraph (73) and inserting ``; and''; and
8
(C) by inserting after paragraph (73) the
9
following new paragraph:
10
``(74) provide for maintenance of effort under the
11
State plan or under any waiver of the plan in ac-
12
cordance with subsection (gg).''; and
13
(2) by adding at the end the following new sub-
14
section:
