and while so serving away from home and the mem-

ber's regular place of business, a member may be al-

lowed travel expenses, as authorized by the Director

of the Commission.

VAILABILITY OF REPORTS
.--The Com-

mission shall transmit to the Secretary a copy of
7
each report submitted under this subsection and
8
shall make such reports available to the public.

CONSULTANTS
.--Subject to such review as the Sec-
11
retary deems necessary to assure the efficient ad-
12
ministration of the Commission, the Commission
13
may--
14
``(A) appoint an Executive Director (sub-
15
ject to the approval of the Secretary) and such
16
other personnel as Federal employees under
17
section 2105 of title 5, United States Code, as
18
may be necessary to carry out its duties (with-
19
out regard to the provisions of title 5, United
20
States Code, governing appointments in the
21
competitive service);
22
``(B) seek such assistance and support as
23
may be required in the performance of its du-
